The Hate and Discrimination Unit of the Attorney General's Office has just published relevant repertoires of jurisprudence on hate crimes and discrimination, which can be downloaded at the following links:

We will remember, among others functions of this Specialised Prosecutor’s Office:

2nd. Identification of hate crimes. In the case of conduct defined by its motivation, its nature as a hate crime may be masked if, during the police or judicial investigation, it is not possible to detect those data or indications that reveal that motivation as the origin and cause of the criminal action.. On other occasions, the cause that these conducts do not come to the attention of the bodies responsible for the investigation and criminal prosecution, or are not properly cataloged, must be sought in the decision of those who have been harmed by the crime, which choose not to report it because of their own sense of vulnerability, the fear of future reprisals, the mistrust that may exist in certain sectors regarding the action of the police forces, or the insecurity derived from the irregular situation in our country with the inherent risk of administrative expulsion
